Implementation Plan of Carbon Peak
To thoroughly implement the national ,provincial, and municipal decision and policies regarding carbon peaking and carbon neutrality, effectively carry out the work related carbon peaking, and enhance the level of green and low-carbon development; this implementation plan has been formulated in accordance with the “Opinion of the Central Committee of the Communist Party of China and the State Council on Fully and Accurately Implementing the New Development Philosophy and Doing a Good Job in Carbon Peaking and Carbon Neutrality”(Document No.36[2021]), the “Notice of the State Council on Issuing the Action Plan for Carbon Peaking before 2023(Document No.[2021]), and the “Implementation Plan for Carbon Peaking in the Industrial Sector of Shaanxi Province”(Document No31.[2023])
1. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China.We will adhere to the general principle of pursuing progress while maintaining stability, based on the new stage of development. By fully, accurately, and comprehensively applying the new development philosophy, building a new development pattern and maintaining a systematic approach. We will balance development with emission reduction, overall and local considerations, and long-term and short-term goals. Focusing on the overall goal of carbon peaking in the titanium processing industry, with the deepening of supply-side structural reforms as the main line, efforts will be concentrated on optimizing production capacity, adjusting and optimizing industrial structure, strengthening technological energy conservation and carbon reduction, promoting the substitution of clean energy, and building a green manufacturing system. The aim is to enhance the synergistic efficiency of pollution reduction and carbon reduction across the entire industry chain, accelerate the establishment of a green and low-carbon development pattern, and ensure the timely realization of the carbon peaking goal.
2) Working Principles
Adhere to Technological Innovation. Utilize the guiding role of technological innovation, enhance collaboration between industry, academia, and research, strengthen the construction of innovation capabilities, promote the development of low-carbon and zero-carbon technologies, increase the supply of key common technologies, and promote the application of advanced and applicable technologies.
Focus on Key Breakthroughs. Emphasize the concept of carbon reduction throughout the entire process and key stages, targeting high-energy-consumption and high-carbon-emission major products, smelting processes, and areas of air pollution prevention. Implement precise measures to overcome the bottlenecks in achieving carbon peaking, driving improvements in the company's energy efficiency and carbon reduction levels.
Advance in an Orderly Manner. Consider the relationship between carbon peaking efforts and stable production operations, ensure effective supply, and maintain the safety of the industrial and supply chains. Advance carbon peaking efforts in a scientific and orderly manner.
2. Objective
The company’s energy structure will be significantly improved, with the energy efficiency of key energy-consuming equipment reaching conservation standards. A comprehensive carbon reduction system will be established, encompassing low-carbon sourcing, carbon reduction throughout processess, and carbon sequestration at the end stage. A low-carbon development model will take shape. By 2035, total carbon emission will be reduced by approximately 50%, and both comprehensive energy consumption per unit of output value and carbon dioxide emissions will continue to decrease, successfully achieving the carbon peak target.
3.Key tasks
1. Vigorous Development of Non-Fossil Energy
Promote the green transformation of energy consumption methods, reduce reliance on purchased electricity, and increase the proportion of non-fossil energy consumption. Fully advance rooftop distributed photovoltaic power generation projects, expand photovoltaic installation areas, and actively promote the application of clean energy. Construct waste heat recovery devices to reduce raw material and energy consumption during production through technological improvements, increase energy resource utilization, and decrease environmental pollution emissions.
2. Enhance Energy Conservation Management in Key Energy-Using Units
Implement energy-saving and low-carbon initiatives, further enforce target responsibilities, and establish a sound energy management and metering system. Strictly enforce energy statistics, energy utilization status, and energy management post systems, and carry out energy efficiency benchmarking activities. Fully enhance energy conservation management capabilities, conduct energy-saving assessments for new fixed asset investment projects on schedule, and comprehensively evaluate the energy consumption and carbon emissions of projects.
3. Improve Energy Efficiency Levels of Key Energy-Using Equipment
Strictly implement the requirements of the "Energy Efficiency Advanced Levels, Energy-Saving Levels, and Access Levels for Key Energy-Using Products and Equipment (2022 Edition)" and current mandatory national energy efficiency standards. Strengthen energy source management, promote advanced and efficient energy-saving products and equipment, and accelerate the elimination of low-efficiency equipment. Focus on energy efficiency upgrades for equipment such as motors, fans, pumps, and transformers, ensuring that the energy efficiency levels of the upgraded equipment reach energy-saving standards (Efficiency Level 2), and strive to achieve advanced efficiency levels (Efficiency Level 1).
4. Optimize the Energy Structure of Transportation Vehicles
All units should focus on reducing pollution and carbon emissions, promoting the green and low-carbon transformation of the transportation structure. Make every effort to update and eliminate high-emission diesel trucks and non-road mobile machinery, optimize the fleet structure, and increase the proportion of National VI diesel trucks, National IV non-road mobile machinery, and new energy vehicles in the transportation fleet. Strengthen the management of outsourced vehicle transportation, avoid contracting with units using high-emission vehicles, and comprehensively promote the construction of a green, low-carbon, and efficient transportation system.
5. Continuously Carry Out Titanium Scrap Recycling
Strengthen the management of residual waste and process scrap during production, increase the recycling of titanium scrap, gradually increase the proportion of titanium scrap added during the melting process, save production costs, and achieve the recycling of waste materials.
6. Actively Promote Green Manufacturing
Strengthen green management throughout the product life cycle, promote green design, and build a green supply chain. Develop a green corporate culture to enhance the brand's green competitiveness. Establish a green management system integrating resources, energy, environment, safety, and occupational health, and apply green management throughout the enterprise's R&D, design, procurement, production, marketing, and service processes. Lead by example in green development and pioneer innovative practices.
Guarantee Measures
1. Improve Organizational Leadership
The company will make overall plans and systematic advancements for carbon peak-related work, coordinate research on important issues, and formulate major policies. Regularly check the progress of key energy-using units and key tasks, urge the detailed implementation of each target and task, and organize evaluations of the plan's implementation to strive for early carbon peak achievement and set an industry example.
2. Strengthen Responsibility Implementation
All departments and units must fully understand the importance, urgency, and complexity of carbon peak and carbon neutrality work, take responsibility, and focus on implementing the main goals and key tasks outlined in this plan. Ensure that measures and results are in place. Each relevant unit should actively play its role according to the deployment and promote green and low-carbon development.
3. Enforce Strict Supervision and Assessment
Implement a system with carbon intensity control as the main focus and total carbon emissions control as a supplement. Manage, decompose, and assess energy consumption and carbon emission indicators collaboratively. Conduct annual evaluations of carbon peak target tasks, promptly report work progress and major issues, and assess units that lack attention or effectiveness according to relevant systems.
